What this document is

This is the report of an independent external review commissioned by York University after the confrontation at Vari Hall on 20 November 2019, when a student event was met by a large counter-protest. The reviewer was the Honourable Thomas A. Cromwell, a former judge of the Supreme Court of Canada. The report runs to 84 pages and its cover is dated 30 April 2020 S030.

The document’s own title is “York University Independent Review”. It is often cited by a descriptive label naming the incident, or by the reviewer’s surname; neither is the title on the cover, and this entry uses the cover title so that a reader searching for the document finds the right file.

What it establishes

The review’s terms of reference, set when it was announced in December 2019, covered the university’s role in planning the 20 November event, its preparations and security arrangements, its policies on providing university space for student events, its policies governing freedom of speech on campus, and the policies relevant to the safety of those attending S030.

The report’s evidentiary base is stated in its foreword: 22 groups and individuals interviewed and nine written briefs received S030. The written submissions came from named organisations on both sides of the dispute, and the report records that the York Federation of Students did not participate S030. Its recommendations concern clarifying the limits on protest at university events S030.

The review is cited on this site as the university’s own examination of how a campus confrontation over Israel was handled, and as the earlier Canadian counterpart to the 2026 external review at Toronto Metropolitan University.

A second copy circulates at a different York path with no archived copy, so the archived path above is the one this site cites. The report is commonly said to have been released on 2 June 2020, which is consistent with the June 2020 folder it is hosted in, but no York-hosted page stating a release date was located, and this site does not assert that date on the strength of this document. The figure of 41 recommendations, which appears in coverage, was likewise not verified against the report’s own count and is not used here.
