Toronto Police Service 2025 Annual Hate Crime Statistical Report

This is the annual statistical report of the Toronto Police Service’s Hate Crime Unit, covering 1 January to 31 December 2025, presented to the Toronto Police Services Board at its public meeting of 14 May 2026 S053. The report is reproduced in full inside the Board’s public agenda package, which is the copy this site cites.

What it establishes

The 2025 counts are 231 reported hate crimes in the City of Toronto, of which 81 were anti-Jewish occurrences, 35 per cent of the year’s total and 82 per cent of the religiously motivated crimes; anti-Muslim occurrences numbered 14 S053. The five-year average is 299, and 2025 fell below it S053.

Two findings in the report govern how it may honestly be used. First, the report records that there were more than 375 protests or demonstrations in Toronto related to the Israel-Hamas conflict in 2025, at which 84 people were arrested and 186 criminal charges laid, and then states that none of the 231 reported hate crime occurrences in 2025 occurred during protests S053. Those 84 arrests are counted separately from the 73 arrests recorded for hate-motivated offences and must never be added to the hate crime total S053. Second, the preceding year’s report says the same thing about the encampment period: occurrences peaked in May and June 2024, and the police state that student protest activities are not believed to have caused the increase, noting that reporting did not rise in the division covering the University of Toronto protest S216. The police, who are this site’s source for these numbers, decline to draw a link between protest activity and the hate crime counts, and this site does not draw one either.

The comparison figures need care. The report describes 231 as a 50 per cent decrease against 2024, computed on a restated 2024 total of 462 rather than the 443 first published, because the service reclassifies occurrences as investigations progress S053. Measured against 443 the fall is 47.9 per cent. Both 2024 figures are the police’s own; the second is an ordinary revision, not a correction of an error.

These counts are also not comparable with Statistics Canada’s national police-reported series or with advocacy organisations’ incident audits, which count different things under different rules.

Provenance and access

The police service’s own site refuses automated requests, so the 2025 report was read from the Police Services Board’s agenda package at tpsb.ca and the 2024 report from the Internet Archive snapshot recorded above. No archived copy of the agenda package exists. The service’s news release of 14 May 2026 carries one figure that the report does not: a 40 per cent rise in reported hate crimes in 2026 to that date S053. The frequently repeated claim that Jewish residents are about 14 times more likely to be targeted appears in neither the report nor the release; it is an advocacy organisation’s calculation and is not supported by this document.
