What this document is

This is the report of an external review commissioned by Toronto Metropolitan University and conducted by the Honourable Mary Lou Benotto, a former judge of the Court of Appeal for Ontario, with Margot Finley. The reviewer was appointed on 4 November 2025 and the report, 190 pages long, was released on 14 August 2026 S034. Its subject is the university’s handling of two events in the autumn of 2025, one on campus on 19 September and one off campus on 5 November, together with its handling of protests, events and demonstrations generally S034.

What it establishes

The central finding for this site concerns the consequences of cancelling speech because someone else threatens to disrupt it. The review found that the university anticipated significant disruption and security risks around a student group’s event and denied permission to host it on campus partly for that reason, and that in doing so it effectively permitted a heckler’s veto S034. Its recommendations put the remedy in general terms: the university should expressly commit not to cancel lawful student group programming because another group may create security concerns or threaten disruption S034.

The review also found that boycott and divestment initiatives on campus are not politically neutral, and that academic-boycott demands threaten academic freedom S034. That finding comes from a reviewer appointed by the university itself, reporting on its own conduct, and it is the strongest Canadian institutional statement of the point available to this site.

The review found separately that the arrest made at the September 2025 event was reasonable and lawful, and that the university had failed to apply adequate policies to the situations it faced S034. The university appointed an implementation task force on release, with a blueprint due in March 2027 S034.
