What this document is

The House of Commons publishes a record of every recorded division. This is the record of Vote No. 14 in the 42nd Parliament, 1st Session, taken on Monday 22 February 2016 at the 22nd sitting, on an opposition motion sponsored by Tony Clement, then the member for Parry Sound. What it establishes

The motion was agreed to. The record shows 229 yeas and 51 nays, none paired, out of 280 members voting S001. Support crossed party lines: Conservative members voted 92 to nil in favour and Liberal members 137 to 3 in favour, while New Democrat members voted 42 to nil against and Bloc Québécois members 6 to nil against S001. The motion calls on the House to reject the Boycott, Divestment and Sanctions movement and to condemn attempts by Canadian organizations, groups and individuals to promote it, at home and abroad S001.

Two limits on what the vote decided are visible on the face of the record. It is an expression of the opinion of the House, so it creates no offence, no penalty and no restriction on anyone’s speech. And it binds no future Parliament. What it does establish is that the elected chamber, by a margin of better than four to one and with the governing party’s support, placed itself against the campaign.
