# Glossary This glossary defines the terms used across StopBDSinToronto.ca, published by the Toronto Coalition Against Racist Boycotts; each entry stands on its own and cites the document it rests on. **BDS** BDS stands for Boycott, Divestment and Sanctions, a campaign launched by a call of 9 July 2005 to isolate Israel economically, academically, culturally and politically until three cumulative demands are met [S126]. The Toronto Coalition Against Racist Boycotts holds that BDS applies a blanket exclusion to the world's only Jewish state and to no other country, which is discriminatory in effect and antisemitic. The campaign is coordinated by the BDS National Committee [S127]. **Boycott** In BDS, a boycott is the organized refusal to buy from, work with, perform in or study with Israel and with the companies and institutions the movement designates; the BDS National Committee publishes priority, "organic" and pressure target lists that include Chevron, Intel, Microsoft, SodaStream, McDonald's and Coca-Cola [S133]. A boycott chosen by nationality, in the coalition's view, is discrimination against the people of that nation. **Divestment** Divestment is the sale of financial holdings in companies the BDS movement labels complicit, sought from pension funds, universities, churches and unions; the Canadian BDS Coalition's April 2026 report names CPP Investments, the Caisse de dépôt, HOOPP and the University Pension Plan as targets under a definition of complicity that is the Coalition's own [S151]. The University of Toronto Students' Union's 2022 divestment motion binds only the union's own funds [S163], and the University of Toronto does not divest on political demands [S025]. **Sanctions** Sanctions are the measures BDS asks governments and international bodies to impose on Israel, the third element of the 2005 call [S126]. Canadian federal policy runs the other way: the modernized Canada–Israel Free Trade Agreement came into force on 1 September 2019 [S004] [S005]. **BDS National Committee (BNC)** The BDS National Committee (BNC) is the Palestinian coalition that leads the global BDS movement, established at the first Palestinian BDS conference in Ramallah in November 2007 [S075]. It publishes the movement's guidelines, target lists and impact claims [S127]. **PACBI** PACBI, the Palestinian Campaign for the Academic and Cultural Boycott of Israel, is the academic and cultural boycott arm of the BDS movement, founded in Ramallah on 6 April 2004 [S130] [S075]. PACBI writes the academic and cultural boycott guidelines that campus and arts campaigns apply [S128] [S129]. **Academic boycott** An academic boycott is the refusal to cooperate with a country's universities and scholars; PACBI's guidelines list 12 categories of boycottable activity, including joint conferences, jointly funded research, study abroad, honorary degrees and publishing in Israeli journals, and describe the boycott as institutional rather than individual [S128]. The Association of American Universities stated on 20 December 2013 that such a boycott directly violates academic freedom [S037], and the University of Toronto has held since the 1980s that academic boycotts of any kind are antithetical to its mission [S025]. The coalition holds that the institution-versus-individual distinction fails in practice, because excluding every Israeli university excludes the Israeli scholars who work in them. **Cultural boycott** A cultural boycott is the refusal to perform in, exhibit in or collaborate with a country's cultural institutions; PACBI's cultural guidelines ask artists to disavow Israeli state funding as a condition of not being boycotted [S129]. The coalition reads that condition as a political loyalty test applied to artists by nationality. **Normalization / anti-normalization** Normalization, in BDS vocabulary, is treating relations with Israelis as normal; the BDS National Committee's anti-normalization guidelines permit joint Palestinian–Israeli activity only when the Israeli side publicly recognizes the rights in the 2005 call and the activity is co-resistance rather than co-existence, and call for boycotting individuals who normalize until they publicly renounce it [S131]. The coalition holds that anti-normalization targets exactly the dialogue, medical, academic and business cooperation most likely to improve Palestinian lives. **The 2005 call** The 2005 call is the statement of 9 July 2005, signed by about 170 Palestinian organizations, that launched BDS and set its three cumulative demands [S126]. The BDS movement dates itself from this call; the Arab League boycott of 2 December 1945 and the Durban NGO Forum declaration of 2001 preceded it [S075] [S086]. **The three demands** The three demands of the 2005 call are an end to the occupation of lands occupied in 1967 and dismantling of the separation barrier, full equality for Arab citizens of Israel, and the return of Palestinian refugees under United Nations General Assembly Resolution 194 [S126]. The demands are cumulative, and the second and third reach inside Israel's pre-1967 lines, which is why PACBI rejects boycotts limited to settlements [S132]. **Right of return / UNGA 194** The right of return, as BDS uses the term, is the claimed right of Palestinian refugees and their descendants to return to homes and properties inside Israel, which the 2005 call grounds in United Nations General Assembly Resolution 194 of 1948 [S126]. The Jewish Virtual Library's history argues that this demand, if implemented, would make Jews a minority in Israel [S075]; the coalition holds that the demand supplies no basis for Israel to continue as the Jewish state. **One-state solution** A one-state solution is any arrangement that replaces Israel and the Palestinian territories with a single state. The BDS National Committee says it takes no position on one state or two [S140], but the Canadian BDS Coalition's Basis of Unity calls for a secular democratic State of Palestine [S143]; the coalition concludes that BDS is, in substance, directed against Israel's existence as the Jewish state. **Two-state solution** A two-state solution is a negotiated outcome in which Israel and a Palestinian state exist side by side, each with a recognized right to exist. Palestinian Authority President Mahmoud Abbas said in December 2013 that the Palestinian Authority does not support a boycott of Israel itself, while endorsing a boycott of settlement products [S183]; the coalition holds that BDS, by contrast, supplies no basis for Israel to continue as the Jewish state. **Zionism** Zionism is the movement for Jewish national self-determination in the Jewish people's historic homeland, realized in the State of Israel. The Canadian BDS Coalition's Basis of Unity calls Zionism a supremacist ideology [S143]; the coalition holds that denying Jews the collective self-determination granted to other peoples is discrimination. **Antizionism** Antizionism is not a political position. Antizionism is a hate movement. It is the ideological belief that the Jewish people alone, among the nations of the world, are not entitled to sovereignty in their ancestral homeland. Antizionists reject the existence of Israel as a legitimate expression of Jewish self-determination [S252]. The coalition holds that antizionism is antisemitic because it singles out one people's national movement as uniquely illegitimate. **Antisemitism** Antisemitism is hostility toward, prejudice against or discrimination against Jews as Jews, including denial to the Jewish people of the collective self-determination that other peoples enjoy. The Toronto Coalition Against Racist Boycotts holds that BDS is antisemitic because it singles out Jewish national self-determination as uniquely unacceptable and turns Israeli nationality, Jewish identity or connection to Israel into grounds for exclusion. **Apartheid analogy** The apartheid analogy is the claim that Israel is an apartheid state comparable to South Africa before 1994; it was central to the Durban NGO Forum declaration of 2001, which called for Israel's complete and total isolation as an apartheid state [S086], and it is the framing the BDS National Committee uses [S127]. The coalition rejects the analogy; Alan Johnson's report The Apartheid Smear sets out why the comparison fails [S066]. **Settlements** Settlements are Israeli communities in territory captured in 1967, beyond the Green Line. PACBI rejects boycotts limited to settlements, calling settlements a symptom and the state the root cause [S132], while the Palestinian Authority [S183] and the United Church of Canada, whose 41st General Council adopted a settlement-products policy in August 2012, endorsed settlement-only boycotts [S152]; Canada's one court line on labelling settlement products is the Kattenburg litigation [S021]. The coalition holds that a settlement boycott is narrower than BDS but still targets Jews and Israeli businesses because of where Jews live and work. **Green Line** The Green Line is the armistice line that separated Israel from the West Bank and the Gaza Strip before June 1967; the first demand of the 2005 call refers to the lands Israel occupied in 1967, that is, territory beyond the Green Line [S126]. **Israeli Apartheid Week** Israeli Apartheid Week is an annual campaign of campus events promoting BDS, first held at the University of Toronto in February 2005 and organized by the Arab Students' Collective [S136] [S122]. The 2026 edition ran from 21 to 30 March under the theme "Palestine Frees Us All" [S136]. **Student union** A student union is an autonomous student-run organization funded by student fees; it is not the university and does not speak for it. In Toronto the unions that have adopted BDS motions are the University of Toronto Students' Union (UTSU, 16 February 2022, a divestment motion binding only the union's own funds, for which the union published no vote count) [S211] [S163], the University of Toronto Graduate Students' Union (UTGSU, which maintains a standing BDS caucus) [S043] [S026], the York Federation of Students (YFS, 21 March 2013) [S190], the Ryerson Students' Union (RSU, 2 April 2014) [S177] and the Scarborough Campus Students' Union (SCSU, dated April 2013 in the register of Canadian BDS endorsers, with a further motion refusing engagement with pro-Israel groups on 22 January 2020) [S152] [S103]. Ryerson's president said in 2014 that the university did not support the union's vote and that the union is a separate entity [S177]. **Faculty association** A faculty association is the union or bargaining body for a university's academic staff; its votes do not bind the university. The York University Faculty Association approved a motion for divestment and for ending cooperation with Israeli academic and cultural institutions at its general membership meeting of 19 November 2024, publishing no vote count [S229]. The OCAD University Faculty Association passed a motion unanimously on 27 May 2024 and endorsed a petition to cut ties with the Bezalel Academy of Art and Design [S230]. The University of Toronto Faculty Association voted on 8 May 2025 to press the University Pension Plan to divest, 714 in favour to 585 opposed with 66 abstentions [S215]. The McGill Association of University Teachers endorsed an academic and cultural boycott of Israeli institutions on 10 October 2025, 104 to 8 with 2 abstentions, a result McGill records as about 11 per cent of the association's members; McGill states that the association does not speak for the university [S228]. **Fiduciary duty** Fiduciary duty is the legal obligation of pension trustees and fund managers to act in the financial interest of beneficiaries rather than for political ends. The University of Toronto transferred its pension assets to the University Pension Plan in 2021 [S025], and the University of Toronto Faculty Association voted in May 2025 to press that plan to divest [S152]; the coalition holds that political divestment demands conflict with this duty. **Institutional neutrality** Institutional neutrality is the principle that a university, as an institution, does not take positions on contested political questions. The Benotto external review of Toronto Metropolitan University, released 14 August 2026, found that applying this principle requires caution because divestment and boycott initiatives are not politically neutral [S034]. **Academic freedom** Academic freedom is the freedom of scholars to teach, research, publish and collaborate without institutional or political interference. The Association of American Universities holds that an academic boycott directly violates academic freedom [S037]; the American Association of University Professors held the same position from its 2005 report until it withdrew its categorical opposition on 12 August 2024 [S045] [S172]; the University of Toronto's position against academic boycotts dates to the 1980s [S025]. **Encampment** An encampment is a protest camp on university grounds; at the University of Toronto, protesters occupied King's College Circle from 2 May 2024 demanding disclosure, divestment and an end to ties with Israeli academic institutions [S024] [S025]. The camp was cleared on 3 July 2024 under a court order [S171]. **Injunction** An injunction is a court order requiring a party to do or stop doing something. In University of Toronto (Governing Council) v. Doe, 2024 ONSC 3755, the Ontario Superior Court of Justice granted the university an injunction on 2 July 2024, finding a strong prima facie case in trespass [S024] [S171]. On the Charter, the court expressly declined to decide whether the Charter applied to the injunction, because no notice of constitutional question had been served, and decided the case instead by applying the law consistently with Charter values; in an alternative analysis set out in an appendix it concluded that the Charter would not apply to the university in this situation, and that if it did apply the restriction would breach the respondents' rights but be justified under section 1 [S024]. **Hate crime (police-reported)** A police-reported hate crime is a criminal incident that police have determined was motivated by hate toward an identifiable group, as counted by Statistics Canada in its annual release [S052]. Statistics Canada's revised series records 492, 527, 959, 943 and 788 police-reported anti-Jewish hate crimes in Canada for 2021 through 2025 [S051]. Counts are revised for a year after first release, so more than one published figure for the same year is ordinary revision rather than error: the Toronto Police Service first reported 177 anti-Jewish occurrences for 2024 and later restated the year at 180 [S216] [S053]. A police-reported hate crime is a narrower measure than the incident counts published by advocacy organizations, which include non-criminal incidents, and the two series should not be combined. Police statistics do not record whether an offence was connected to a boycott campaign, and the Toronto Police Service does not attribute the rise in hate crime to protest activity: its 2024 report states that student protest activities are not believed to have caused the increase, and its 2025 report states that none of that year's 231 occurrences happened during a protest [S216] [S053]. **Bubble zone** A bubble zone is a protest-free buffer around a designated site. Toronto's bubble-zone bylaw is By-law 488-2025, enacted on 22 May 2025 and in force on 2 July 2025. It allows a 50-metre access area to be established for one renewable year around a childcare centre, place of worship or school whose owner applies, attesting to a reasonable belief that an access-impeding activity may occur. Contravention is an offence punishable on conviction by a fine under the Provincial Offences Act; the bylaw names no dollar figure, does not extend to community centres, and expressly does not prohibit peaceful gatherings, protests or demonstrations [S020] [S169]. **Canadian BDS Coalition** The Canadian BDS Coalition, renamed Canadian BDS Coalition & International BDS Allies in May 2024, is the national coalition of BDS groups whose inaugural meeting was held in April 2016 [S223] [S142]. Its Basis of Unity calls Zionism a supremacist ideology and seeks a secular democratic State of Palestine [S143]; its Toronto members include Al Quds Committee – Toronto, the Jewish Anti-Zionist Collective Toronto and Mask Bloc Toronto [S144]. The Coalition publishes its membership roster and its Basis of Unity and describes itself as all-volunteer, but names no leadership, board or steering structure and publishes no financial information; by its own account it is not affiliated with the BDS National Committee [S223]. **CIFTA** CIFTA is the Canada–Israel Free Trade Agreement, first signed in 1997 and modernized by Bill C-85, which received royal assent on 27 May 2019; the modernized agreement came into force on 1 September 2019 and removes tariffs on virtually all products [S004] [S005]. CIFTA's territorial definition was at issue in the Kattenburg litigation over settlement-wine labels, which ended with the Federal Court of Appeal remitting the question to the Canadian Food Inspection Agency on 5 May 2021 [S021] [S199]. ## Sources 1.
